Semi S10 provides "Safety Guidelines for Risk Assessment." Your question asks about improving reliability, and I take this to question whether the reliable safe operation can be improved. The SEMI S002 standard indicates that the safety design process starts with a Risk Assessment, which leads to analysis of the risks. This analysis helps determine the types of risks, the danger of risks and from that you can determine whether your existing risk mitigation might need improvement.
